The EASTERN OHIO RAILROAD like the CHESAPEAKE & OHIO and NICKEL PLATE was a Van Sweringen Road and participated in the Advisory Mechanical Committee (AMC) and the 2-6-6-6 Allegheny was the pinnacle of steam power design created by this group in conjunction with Lima Locomotive Works.  The Strategic significance and operating conditions on the Eastern Ohio caused the expediting of an order for 10 units shortly after the outbreak of hostilities with Japan.  These 10 Eastern Ohio units would be delivered in 1943.
